on May 21 and transmitted the engrossed and enrolled copies to the

         HOUSE CS FOR SENATE BILL NO. 183(FIN) "An                                                                              
         Act amending the qualifications of ocean rangers                                                                       
         who monitor marine discharge and pollution                                                                             
         requirements aboard large commercial passenger                                                                         
         vessels; authorizing the Department of                                                                                 
         Environmental Conservation to award grants for the
